Circular 10/2018/TT-BCT guiding Decree 40/2018/ND-CP on the management of multi-level marketing activities was issued on May 24, 2018.

The Vietnam Competition and Consumer Authority organizes or authorizes in writing a training institution on legal knowledge about multi-level marketing to conduct legal knowledge tests on multi-level marketing according to the following process:

1. Inspect the completeness and validity of the registration dossier and confirm the legal knowledge of multi-level marketing as stipulated in Clause 1, Article 39 of Decree 40/2018/ND-CP.

2. Plan the time, place, and method of testing.

3. Announce the test plan.
