Procedure for Organizing and Implementing Training Programs

Circular 31/2017/TT-BLDTBXH issued on December 28, 2017.This Circular specifies the organization and implementation process of training programs at the college, intermediate, and elementary levels under the work-study training method as follows:

  1. Based on the regulations on the organization and implementation of training programs at the college and intermediate levels as stipulated in Circular 09/2017/TT-BLDTBXH; and the primary level as stipulated in Circular 42/2015/TT-BLDTBXH, the head of the vocational training institution shall decide on the organization and implementation of training programs in a flexible manner regarding time and location, but must ensure the fulfillment of the training program content, and the learner shall not have to relearn the accumulated knowledge and skills.

  2. Training organization process

    - At the beginning of the vocational training course, the training institution shall conduct a review, exempting and reducing the subjects, modules, and credits that learners have previously completed with satisfactory results or credits accumulated before participating in the course;- Before starting each subject or module, the instructor shall conduct an inspection and assessment of the learner's knowledge and skills to prepare suitable teaching content;- Teaching will focus only on those knowledge areas and guiding the practice of vocational skills that learners do not know, cannot perform, or do not know thoroughly and completely or cannot perform proficiently;- Upon concluding the study session, term, or subject/module, learners shall carry out their work at their place of residence, workplace, and self-review the knowledge content and practice vocational skills learned to prepare for assessments and final examinations for the learned subjects/modules.
