Procedure for Issuing a Business Registration Certificate for Electronic Games with Prizes for Foreign Organizations

Step 1: Preparing the dossier

The enterprise prepares 06 sets of dossiers with the following contents:

- Application for a Certificate of Business Eligibility;- A certified copy or a copy accompanied by the presentation of the original for comparison of the Investment Certificate or Business Registration Certificate issued by the competent state management agency, including business registration for electronic games with rewards;- A certified copy or a copy accompanied by the presentation of the original for comparison of the Decision on rating of the tourist accommodation establishment issued by the competent state management agency;- Dossier proving the number of lodging rooms at the tourist accommodation establishment that have been put into business;- Layout diagram of the Business Point;- A copy of the Certificate of Security and Order for the tourist accommodation establishment issued by the competent police agency;- Draft of the Internal Management Regulations, organization of the Internal Control Department, internal regulations on anti-money laundering, and the Game Rules;- Business plan showing full main contents such as: Objectives, quantity, type, and format of reward electronic games, evaluation of business efficiency, estimated demand for foreign currency income and expenses, solutions to ensure security, order, and social safety for the Business Point, and implementation plan;- List, resume, copies of certificates and degrees certified by the competent state agency or a copy accompanied by the presentation of the original for comparison proving the professional competence of managers and operators.

Step 2: Submitting the dossier

- The enterprise submits 01 set of dossiers requesting the issuance of a Certificate of Business Eligibility to the Ministry of Finance to check the completeness and validity of the dossier.- Within 15 days from the date of receipt of the dossier, the Ministry of Finance will notify the completeness and validity of the dossier and request the enterprise to supplement the documents (if any) and send 06 official sets of dossiers for appraisal.- Within 15 days from the date of receipt of the valid dossier, the Ministry of Finance sends the dossier to collect opinions from relevant agencies including: Ministry of Public Security, Ministry of Culture, Sports and Tourism, Ministry of Planning and Investment, State Bank of Vietnam, and the Provincial People's Committee where the enterprise applies for organizing reward electronic game business activities;- Within 15 days from the date of receipt of the request for comments, the agency consulted must provide written feedback to the Ministry of Finance and is responsible for the contents of the consultation;- After receiving all the opinions of relevant agencies, the Ministry of Finance aggregates the opinions and considers and decides on the issuance or non-issuance of the Certificate of Business Eligibility.- Within 60 days from the date of receipt of the valid dossier, the Ministry of Finance considers and issues a Certificate of Business Eligibility. In case of refusal to issue a Certificate of Business Eligibility, the Ministry of Finance will notify the enterprise in writing and clearly state the reasons for the refusal.- After being granted the Certificate of Business Eligibility by the Ministry of Finance, the enterprise is responsible for adjusting and supplementing the business line for reward electronic games in the Certificate of Security and Order according to legal regulations before organizing reward electronic game business activities.

Fee: VND 150,000,000.

Result of implementation: The Ministry of Finance issues a Certificate of Business Eligibility for Reward Electronic Games and provides a written notice clearly stating the reasons in case of refusal to issue the certificate.
