To be specific:, Circular 38/2015/TT-NHNN stipulated procedures for issuing and adjusting the Certificate of eligibility for gold, jewelry, and fine art production as follows:

- Enterprises wishing to produce gold jewelry, fine art, and enterprises wishing to import raw gold materials for processing gold jewelry and fine art for foreign countries shall directly submit or send by post one dossier to the State Bank branch of the province or city where the enterprise is headquartered.- When there are changes related to the content of the Certificate of eligibility for producing gold jewelry, fine art, or the License for temporary import of raw gold materials for re-export of products, the enterprise must carry out procedures to adjust the Certificate or License.
