Procedure for Inspection and Assessment on Site during the Import of Scrap Materials

The Ministry of Natural Resources and Environment has just issued Circular 08/2018/TT-BTNMT on September 14, 2018, guiding the on-site inspection and assessment process during the importation of scrap materials.

Circular 07 stipulates that on-site inspection and examination activities shall be conducted with the naked eye for all containers or bulk shipments of imported iron and steel scrap; estimate the rate of impurities and combine with rapid measurement devices for certain parameters regarding the iron and steel scrap shipment.

The on-site inspection and examination process shall be conducted as follows:

- General inspection of the shipment: type, volume of scrap, quality of imported scrap;- Taking photographs of the inspection positions;- Measuring certain parameters with rapid measurement devices on-site (for cases requiring on-site rapid measurement);- Checking the impurity rate: identifying the type of accompanying impurities, estimating the percentage (%) of the accompanying impurity mass.

The results of the on-site inspection and examination shall be handled according to one of the following cases provided in Circular 08:

- In case the imported iron and steel scrap shipment is inspected and evaluated to comply with this standard, the designated inspection organization shall provide the inspection result document (inspection certificate) for the iron and steel scrap shipment to the organization or individual requesting the inspection and the Inspection Agency as a basis for the Inspection Agency to issue a notification of the state inspection results on the quality of the imported iron and steel scrap shipment to complete customs clearance procedures according to regulations;- In case the imported scrap shipment does not comply with this standard, the designated inspection organization shall provide the inspection result document (inspection certificate) for the iron and steel scrap shipment to the organization or individual requesting the inspection and the Inspection Agency, to proceed with handling according to regulations;- In case the compliance of the imported iron and steel scrap shipment with the standard cannot be determined, further actions shall follow legal regulations.

Circular 08/2018/TT-BTNMT takes effect from October 29, 2018.
