In 2016, the Ministry of Transport issued Circular 30/2016/TT-BGTVT stipulating the procedures for submitting and certifying maritime protests.
The process of handling the documentation for the validation of maritime protest is conducted in the following sequence:
- The captain prepares the documents and sends them directly to the competent authority for the validation of the maritime protest and the Vietnamese representative office abroad.- The competent authority receives and examines the appropriateness of the documents. If the documentation is not compliant, the competent authority shall guide the captain to complete the documentation within 30 minutes from the time of receipt.- Within a maximum period of 01 hour for the Maritime Port Authority, the Representative of the Maritime Port Authority, and 03 hours for other competent authorities, from the time of receipt of all valid documents, the competent authority shall confirm the submission of the maritime protest.- The authority confirming the maritime protest shall archive the documents and return to the captain the remaining validated copies of the maritime protest.
