The Minister of Natural Resources and Environment of Vietnam promulgates Circular 17/2022/BTNMT dated November 15, 2022 on techniques of measuring, reporting, and appraising GHG emission reduction and GHG inventory in the field of waste management.

Specifically, the process of implementing a grassroots GHG inventory in the field of waste management is carried out through eight steps as follows:

Step 1: Establish operational parameters and a baseline GHG inventory method.

- Determine the operational boundary of the establishment and select the facility-level GHG inventory method.

Defining the operational boundaries of the establishment is done in accordance with the National Standard TCVN ISO 14064-1:2011, Part 1: Specifications and guidelines for quantifying and reporting greenhouse gas emissions and removals at the organizational level, including:

- Identify activities that emit greenhouse gases;

- Classify sources of greenhouse gas emissions into direct emission sources and indirect emission sources.

- Determine the baseline GHG inventory method.

The grassroots-level GHG inventory method is implemented in accordance with the provisions of Appendix II.1 and Circular 17/2022/BTNMT.

Step 2: Determine a local GHG emission factor.

Emission coefficients used for the baseline GHG inventory are applied according to the list of emission factors announced by the Minister of Natural Resources and Environment of Vietnam.

Step 3: Select and collect grassroots GHG inventory data.

Operational data for each grassroots GHG emission source is selected and collected according to the provisions of Appendix II.2 and Circular 17/2022/BTNMT.

Step 4: Calculation of GHG emissions at the grassroots level

The calculation of greenhouse gas emissions at the grassroots level is based on the selected GHG inventory methods as prescribed in Article 16 of Circular 17/2022/BTNMT.

The results of the grassroots GHG inventory are calculated based on forms, including spreadsheets of input data, activity data, emission factor, emission volume, and global warming factor for all of the facility's greenhouse gas emissions.

Step 5: Quality Control of the Grassroots GHG Inventory

The quality control process for the grassroots GHG inventory is carried out according to the National Standard TCVN ISO 14064-1:2011, Part 1: Specifications and guidelines for quantifying and reporting GHG emissions and removals at the baseline level, including the following steps:

- Identify and examine the responsibilities and authorities of those responsible for implementing the greenhouse gas inventory.

- Identify, apply, and verify relevant training for GHG inventory members.

- Define and test the operational boundaries of the facility.

- Identify and test sources of greenhouse gas emissions.

- Select and test quantitative methodologies, including GHG activity data and GHG emission factors.

- Check the application of greenhouse gas inventory methods to ensure consistency across multiple facilities.

- Use, maintain, and verify measuring equipment.

- Build and maintain a data collection system.

- Periodically check the accuracy of the measuring devices.

- Conduct internal audits and periodic technical checks.

Step 6: Determine the level of uncertainty in the baseline GHG inventory.

The assessment of the uncertainty of the results of the grassroots GHG inventory is carried out in accordance with the provisions of Appendix II.3 of Circular 17/2022/BTNMT.

Step 7: Recalculate the results of the grassroots GHG inventory.

The recalculation of the results of the grassroots GHG inventory shall be carried out in the following cases:

- The operational boundary shifts, causing changes in the establishment's emission sources and operational data.

- There is a change in the source of greenhouse gas emissions due to the change in ownership and operation of the facility.

- There is an error in using the method of calculating greenhouse gas emissions and applying the emission factor.

- Detecting errors in the collection and processing of the establishment's operation data, resulting in the calculation result of greenhouse gas emissions differing by more than 10% from the result reported by the establishment.

The contents of the recalculation of GHG inventory results are presented in the grassroots GHG inventory report of the next reporting period.

Step 8: Create a report based on the findings of the grassroots GHG inventory.

The grassroots GHG inventory report is prepared according to Form 06 and Appendix II of Decree 06/2022/ND-CP on mitigation of greenhouse gas emissions and protection of the ozone layer and submitted to competent agencies of the provincial People's Committees for appraisal according to regulations in Vietnam.

Grassroots GHG inventory report

The results of the GHG inventory at the grassroots level after appraisal are sent to the Ministry of Natural Resources and Environment through the online database system for greenhouse gas inventory.

Circular 17/2022/BTNMT takes effect on February 15, 2023.
