Public preschool and public general education teachers shall be promoted in their professional title ranks after undergoing the evaluation and examination for promotion. The organization of the evaluation and promotion examination is stipulated in Circular 29/2017/TT-BGDDT and includes the following steps:
Step 1: Announcement of Promotion Consideration
- Time: Announce at least 30 working days in advance, from the date of receipt of the promotion consideration dossier.
- Form of announcement: Announce at least once on one of the mass media channels (print, radio, television) where the main office of the agency or unit is located; post on the electronic information page of the competent agency or unit (if any) and publicly post at the workplace of the competent agency or unit for considering the promotion of professional titles for teachers and at preschools, primary and secondary schools.
Step 2: Preparation for Promotion Consideration
- At least 15 working days prior to the promotion consideration date, the Promotion Consideration Council shall send notification of the list and regulations on the dossier to teachers who are eligible for promotion consideration to prepare individual dossiers;
- At least 1 day before the promotion consideration date, the Secretary of the Promotion Consideration Council must complete preparations for the promotion consideration; prepare assessment content packed in envelopes (or bags) and sealed; prepare related forms for organizing the promotion consideration, such as:
- List of teachers with full dossiers as per regulations;- Scoring sheets;- Dossier transfer minutes;- Scoring result transfer minutes;- General scoring results table;- Tags for members of the Promotion Consideration Council, the service department for the promotion consideration session. The tags of the Chair, Vice-Chair, and members of the Promotion Consideration Council shall fully print their names and positions; tags for other members shall only print the positions.
Step 3: Organizing the Promotion Consideration
- The Chair of the Promotion Consideration Council guides the promotion consideration regulations and related content; assigns tasks to each member;
- Members of the Council organize and collectively score each dossier and record the scores (individual scores and total scores) on the scoring sheet of each dossier, including additional points; each member signs the scoring sheet;
- When scoring the dossier, if the council members do not agree, the secretary reports to the Chair of the Council for a decision;
- The results of review and scoring of each individual's dossier must be summarized in a general results table with the signatures of the reviewing members and handed over to the secretary of the Council.
Step 4: Organizing the Examination
- For the form of taking the survey exam: The organization of taking the survey must ensure the arrangement of at least 2 members of the Examination Supervision Team to supervise in one room, with a maximum arrangement of not more than 25 individuals per room;
- For the form of interview, the Chair of the Council assigns interview tasks to each member of the Council, depending on the number of members to divide into interview groups; each interview group must have at least 2 members.
Step 5: Review, Complaint, and Denunciation
- Within 15 working days from the date of public announcement and sending of promotion results to teachers, teachers have the right to submit a request for a review of the promotion results;
- Only consider and resolve requests for review sent directly or via postal mail to the Promotion Consideration Council;
- No review shall be made for requests received after the stated deadline (calculated from the postmark date if sent via postal mail); no review for interview content.
