Procedure for Establishing and Approving the List of Poor Households Receiving Housing Support

Procedure for establishing and approving the list of poor households receiving support for housing to prevent and avoid storms and floods is regulated as follows:

- Villages organize the evaluation of subjects and classify subjects according to priority order; the evaluation must ensure democracy, transparency, fairness, and openness, and send the list of households evaluated to the Commune People's Committee (Appendix 1 Circular 18).- The Commune People's Committee has the responsibility to establish the list of households receiving support for housing to prevent and avoid storms and floods, the level of support for each household, and summarize the support funding requirements for housing in the area, and send it to the Finance - Planning Department to take the lead and cooperate with related agencies for appraisal, summarization, and submission to the District People's Committee for approval (Appendix 2 Circular 18).- Based on the approval decision of the Chairman of the District People's Committee, the District People's Committee is responsible for establishing the list, level of support, and support funding (Appendix 3 Circular 18), and sending it to the Department of Construction to summarize the list, level of support, and funding requirements in the area, and send it to the Department of Finance for appraisal and as a basis for determining the source of funding for implementation, reporting to the Provincial People's Committee for approval to organize the implementation.
