On October 15, 2015, the Ministry of Public Security issued Circular 52/2015/TT-BGTVT concerning regulations on commendations for achievements containing state secrets in the People's Public Security.

Circular 52/2015/TT-BCA regulates the procedures for commendation proposals involving state secrets as follows:
1. The heads of police units and localities (general directors, commanders, heads of department units under the Ministry, Directors of Provincial Police, Directors of Fire Prevention and Fighting Police of centrally governed cities and provinces) must report directly to the Minister or the Deputy Minister in charge in writing to request approval for a commendation proposal. After receiving the consent of the Minister or the Deputy Minister in charge, the heads of police units and localities must directly report to the Standing Committee of the Ministry's Emulation and Commendation Council (General Department of Political Public Security) to compile a commendation dossier as per regulations.
- In cases where the form of commendation is at the Ministry level, after receiving the consent of the Ministry's leadership, the Standing Committee of the Ministry's Emulation and Commendation Council will complete the commendation dossier and submit it for the Ministry's leadership to approve, sign, and issue the commendation decision.- In cases where the form of commendation is at the state level (from the Prime Minister's Certificate of Merit or higher), the Standing Committee of the Ministry's Emulation and Commendation Council will complete the dossier and submit it for the Ministry's leadership to approve and sign before submitting it to the Prime Minister (via the Central Committee for Emulation and Commendation).
2. The heads of police units and localities are responsible for coordinating with the Standing Committee of the Ministry's Emulation and Commendation Council to report directly to the higher-level appraisal and commendation approval agency when required and must take responsibility before the Emulation and Commendation Councils at all levels for the content of the accomplished commendation proposal.
3. In cases where a commendation proposal is made for an individual outside the Public Security Force using an alias or code name, once the individual has completed the task and it is no longer necessary to maintain secrecy, the heads of police units and localities must report to the Ministry's Emulation and Commendation Council to adjust the name, age, and background according to the original dossier.
