On June 24, 2024, the Minister of Culture, Sports, and Tourism issued Decision 1689/QĐ-BVHTTDL announcing new administrative procedures and amendments in the field of Emulation and Commendation within the management scope of the Ministry of Culture, Sports, and Tourism.

Procedure for Awarding the Title "People's Artist" (for Local-Level Councils)

The procedure for awarding the title "People's Artist" (for local-level councils) is as follows:

• Individuals specified in points a and c, clause 1, Article 2 of Decree 61/2024/NĐ-CP should directly submit or send via postal service or electronically one set of documents as specified in clause 1, Article 13 of Decree 61/2024/NĐ-CP to the unit where the individual works.

• Individuals specified in points b, d, and đ, clause 1, Article 2 of Decree 61/2024/NĐ-CP should directly submit or send via postal service or electronically one set of documents as specified in clause 1, Article 13 of Decree 61/2024/NĐ-CP to the Department of Culture, Sports, and Tourism or the Department of Culture and Sports where the individual resides.

• Individuals specified in points a and c, clause 1, Article 2 of Decree 61/2024/NĐ-CP who have retired, should directly submit or send via postal service or electronically one set of documents as specified in clause 1, Article 13 of Decree 61/2024/NĐ-CP to the unit where the individual worked before retirement or to the Department of Culture, Sports, and Tourism or the Department of Culture and Sports where the individual resides.

• In case the documents are incomplete and need supplementation or correction: The receiving agency will guide the individual to complete the documents. Within 07 days from receiving the returned documents, the individual should submit the completed documents to the receiving agency.

• The specialized agencies form the councils at various levels to award the title "People's Artist" as specified in Chapter III of Decree 61/2024/NĐ-CP, including: local-level councils, provincial-level councils, central-level councils, and the National Council.

• Procedure for evaluation at the local-level council (including units: Department of Culture, Sports, and Tourism, Department of Culture and Sports, Radio Station, Television Station, Radio - Television Station; Theatres, professional art groups; academies, culture and arts training schools, cinema units with the function of research, training, creating culture and art under the provinces and centrally-controlled cities):

  • Publicly announce the list of individuals proposed for the title "People's Artist" by posting publicly or on the unit's website for 10 days from the end of the document submission period for public opinion.

  • Receive and process public feedback within 15 days from the end of the public announcement period.

  • Review and evaluate each application for the title "People's Artist" as specified in Article 7 of Decree 61/2024/NĐ-CP within 10 days from the date the council's permanent body requests opinions from council members on the application.

  • The council is responsible for notifying the results of the evaluation in writing to the respective applicants within 07 days from the end of the meeting.

  • Receive and process any inquiries within 20 days from the notification of the council’s evaluation results.

  • Within 07 days from the end of the inquiry processing period, complete and forward the nomination documents of those receiving at least 80% approval from council members present at the meeting to the provincial-level council’s permanent body.

• The procedures for evaluation at the provincial-level and the National Council will be carried out according to Articles 15 and 16 of Decree 61/2024/NĐ-CP.

• The ceremony to award the title "People's Artist" will be organized by the Ministry of Culture, Sports, and Tourism.
