Procedure for Awarding the Title of "Meritorious Artisan" at the Provincial Council Level

The consideration for awarding the titles of “People’s Artisan” and “Outstanding Artisan” is carried out according to the procedures and processes specified in Decree 62/2014/ND-CP as follows:

The standing agency of the provincial-level Council is responsible for assisting the Council in performing the following tasks:

- Submitting to the Chairman of the provincial People’s Committee for the decision to establish the provincial-level Council to consider awarding the titles of “People’s Artisan” and “Outstanding Artisan”;- Organizing the collection of opinions from the local community (commune, ward, commune-level town) where the individual proposed for consideration is residing or from the professional association where the individual proposed for consideration is active to include in the proposal dossier;- Announcing the list of individuals proposed for consideration on the mass media of the province or centrally-governed city; posting the list and achievement declarations of the individuals proposed for consideration on the electronic portal of the provincial People’s Committee to collect public opinion for 15 working days;- Sending the proposal documents and dossiers to the members of the provincial-level Council and organizing the Council meeting to select candidates.

The provincial-level Council organizes the assessment of dossiers and conducts the selection as follows:

- Assessing the components and accuracy, legality of the documents in the dossier; the compliance with the standards of individuals for each title as prescribed in Articles 5 and 6 of Decree 62;- Receiving and processing petitions from organizations and individuals (if any) and conducting a secret ballot to select individuals meeting the standards for awarding the titles of “People’s Artisan” and “Outstanding Artisan” to submit to the Ministerial-level Specialized Council;- Publicly announcing the selection results on the electronic portal of the provincial People’s Committee and the mass media of the province or centrally-governed city for 15 working days;- ...
