Assessment and Classification Form for Officials and Public Employees
According to regulations in Guidance 1326/HD-UBDT, the evaluation and classification of officials are conducted in December every year, prior to the annual review and reward evaluation. The process is as follows:
For Leadership and Management Officials (including officials in leadership and management positions in public service providers):
- Step 1: The official prepares a self-evaluation report on their performance of assigned tasks according to the Assessment and Classification Form.
- Step 2: The official presents their self-evaluation report at the agency or unit meeting for attendees to provide feedback. The feedback is recorded in the minutes and approved at the meeting.
The meeting composition includes:
- For meetings evaluating and classifying officials at the Committee leadership level, follow the working regulations of the Committee for Ethnic Affairs.
- For meetings evaluating and classifying officials at the Department and equivalent leadership level:
+ For units without departmental subdivisions, the attendees include all officials and employees of the unit.
+ For units with departmental subdivisions, the attendees include unit leadership, department leadership, representatives from party committees, trade unions, and youth unions.
- For meetings evaluating and classifying officials at the departmental and equivalent leadership level, the attendees include all officials and employees of the department, and representatives from party committees, trade unions, youth unions, the deputy assigned to manage the department, and the head of the unit.
The meeting to evaluate and classify officials only proceeds if at least two-thirds of the officials required to attend are present. If an official required for evaluation and classification is absent (with reason), they must prepare a self-evaluation report on their task performance according to the form and submit it to the authorized person responsible for evaluation and classification, to be reported at the meeting.
- Step 3: The corresponding party committee (Branch Committee) where the official works provides written feedback on the official being evaluated and classified.
- Step 4: Enter the collective feedback from the unit where the official works and the input from the direct superior managing the official into the Assessment and Classification Form.
For the head of a unit, the head of the superior agency directly manages and consults on the official's collective feedback from where they work and input from the corresponding party committee to conduct the evaluation and classification and is accountable for the evaluation and classification results.
For Officials without Leadership or Management Positions:
- Step 1: The official prepares a self-evaluation report on their performance of assigned tasks according to the Assessment and Classification Form.
- Step 2: The official presents their self-evaluation report at the departmental or unit meeting for attendees to provide feedback. The feedback is recorded in the minutes and approved at the meeting.
- Step 3: Enter the collective feedback from the department or unit where the official works and the input from the direct superior managing the official into the Assessment and Classification Form.
