Procedure for Approving Economic-Technical Reports of Construction Projects in the People's Public Security

The procedures and steps for appraising and approving the economic-technical report of construction projects in the People’s Police are stipulated in Circular 65/2011/TT-BCA on the management of investment projects and construction bidding in the People’s Police, issued by the Ministry of Public Security on September 30, 2011.

To be specific, in Article 8 Circular 65/2011/TT-BCA the sequence and procedures for appraisal and approval of economic - technical reports are prescribed as follows:

  1. For projects that do not require the preparation of an investment project but only require the preparation of an economic - technical report on construction projects, the investor shall organize the appraisal of construction drawing designs and cost estimates.

In cases where the investor lacks the capacity as prescribed, they are allowed to hire consultants who are organizations or individuals qualified in capacity to verify as a basis for appraisal. For projects related to the environment, fire prevention and fighting; security, and national defense, when appraising construction drawing designs, the investor must organize consultations with relevant sector management agencies and state management agencies. The appraisal results of construction drawing designs and project cost estimates shall follow the form No. 03 Appendix issued with this Circular. At the same time, send the dossier to the investment decision-making authority for organizing the appraisal and approval of the economic - technical report.

  1. The dossier submitted for appraisal of the economic - technical report includes:

- An application for approval of the economic - technical report from the investor;

- The economic - technical report, including the explanatory part, construction drawing design, legal documents, and other related documents (if any);

- The result of the investor's appraisal of the construction drawing design and project cost estimate;

- Documents with opinions from relevant agencies.

  1. The investor shall sign and seal the approved stamp on the construction drawing design after the economic - technical report is approved before proceeding with construction.

  2. The decision to approve the economic - technical report on construction projects shall follow form No. 04 Appendix issued with this Circular.
