June 09, 2015, Circular 19/2014/TT-BTNMT of the Ministry of Natural Resources and Environment promulgating detailed regulations on the appraisal of conditions for environmental monitoring service activities and the certificate form will take effect.

Article 7 of Circular 19/2015/TT-BTNMT stipulates the procedures for assessing the conditions for environmental monitoring service activities as follows:
- Reviewing the application for certification of the organization:
- Within 10 working days from the date of receipt of the application, the assessing agency reviews and evaluates the application of the organization requesting certification of adequate conditions for environmental monitoring service activities regarding legal status, human resources, expertise, equipment, and facilities for carrying out environmental monitoring activities according to the conditions stipulated in Article 8, Article 9 of Decree 127/2014/ND-CP dated December 31, 2014, of the Government of Vietnam;
- The results of the review and evaluation of the application by the assessing agency are aggregated into a report. The evaluation report is a document in the assessment dossier;
- The assessing agency sends the application of the organization requesting certification of adequate conditions for environmental monitoring service activities to the members of the Evaluation Team for them to study and review before conducting an on-site inspection and evaluation at the organization (hereinafter referred to as the Evaluation Team).
- On-site evaluation and inspection at the organization:
- Within 07 working days from the date of receipt of the application, the assessing agency is responsible for establishing the Evaluation Team. The organization, operation, responsibilities, and powers of the Evaluation Team are performed according to the provisions of Article 8 of Circular 19/2015/TT-BTNMT;
- Content of evaluation and inspection: The Evaluation Team is responsible for evaluating and inspecting the actual conditions at the organization requesting the certification against the conditions stipulated in Article 8, Article 9 of Decree 127/2014/ND-CP dated December 31, 2014, of the Government of Vietnam, and comparing it with the application for certification of adequate conditions for environmental monitoring service activities of the organization;
- Within 20 working days from the date of the decision to establish the Evaluation Team, the assessing agency is responsible for organizing the evaluation and inspection activities at the organization requesting certification of adequate conditions for environmental monitoring service activities;
- The results of the evaluation and inspection at the organization requesting certification must be recorded in a report and sent to the assessing agency for dossier compilation. The Evaluation Team's report at the organization is a document in the assessment dossier.
- Organizing meetings of the Evaluation Council in case the Evaluation Council has to be established:
- The assessing agency establishes the Evaluation Council to serve the assessment of the conditions for environmental monitoring service activities. The organization, operation, responsibilities, and powers of the Evaluation Council are prescribed in Article 9 of Circular 19/2015/TT-BTNMT;
- The Evaluation Council functions to advise and assist the assessing agency in evaluating, assessing the conditions for environmental monitoring service activities of the organization requesting certification based on the results of the evaluation, study of the dossier, and on-site inspection and evaluation at the organization;
- The organization of meetings of the Evaluation Council to assess the conditions for environmental monitoring service activities is carried out after the results of the on-site inspection and evaluation at the organization are obtained;
- As soon as the decision to establish the Evaluation Council is made, the assessing agency sends the dossier of the organization requesting certification of adequate conditions for environmental monitoring service activities and the evaluation report, on-site inspection report to the Evaluation Council members for study and review before the meeting is conducted;
- The results of the Evaluation Council meeting must be recorded in a report and sent to the assessing agency for dossier compilation. The Evaluation Council meeting report is a document in the assessment dossier.
- The flowchart for the procedures for assessing the conditions of the organization for environmental monitoring service activities for issuance, extension, and adjustment of the Certification is presented in Appendix 2 issued with Circular 19/2015/TT-BTNMT.
