Circular 19/2018/TT-BQP stipulating the titles of officers in the Military Enforcement sector was promulgated on February 09, 2018. This Circular specifically prescribes the order, procedures, and dossiers for the appointment of Examiners in the Military Enforcement sector.
To be specific, according to the regulations in Article 13 of Circular 19/2018/TT-BQP, the dossier for proposing the appointment of an Investigator in the Military Execution Sector includes:
- The proposal from the Review Council, recommending the appointment of an Investigator in the Military;- The verification document from the General Political Bureau for officers or the General Staff's Military Personnel Department for professional soldiers;- Official Dispatch proposing from the Standing Committee of the Military Zone Communist Party Unit, and the Communist Party Committee of the Ministry of National Defense's Execution Department;- Self-assessment report of the person proposed for appointment;- Curriculum vitae summary (T63);- Declaration of assets and income;- Copies of diplomas, certificates, and other relevant documents.
The proposal dossier from the Standing Committee of the Military Zone Communist Party Unit is to be sent to the Central Military Commission through the Ministry of National Defense's Execution Department.
The appointment of Investigators in the Military Execution Sector is conducted as follows:
- Annually, the Ministry of National Defense's Execution Department cooperates with relevant agencies of the General Staff, military zones, and the Navy to finalize personnel for the appointment of various grades of Investigators in the Military;- The Standing Committee of the Military Zone Communist Party Unit and the Communist Party Committee of the Ministry of National Defense's Execution Department conduct the appointment proposal process according to the Cadre Work Regulations of the Central Military Commission;- The Ministry of National Defense's Execution Department consolidates, reviews the standards, dossiers, and procedures, and compiles a list for consultation with the General Political Bureau for officers and the General Staff's Military Personnel Department for professional soldiers;- The Review Council proposing the appointment of Investigators in the Military compiles a list and reports to the leaders of the Ministry of National Defense to propose the appointment.
