Procedure for Applying for an Ordinary Passport

To obtain a passport, certain registration procedures must be followed. Secretary Law would like to summarize the procedures for applying for an ordinary passport in the article below:

A passport is a mandatory document for a person to exit and enter through Vietnam's checkpoints. To obtain a passport, the following procedures must be undertaken:

Step 1: Prepare documents

The following documents need to be fully prepared:

- 01 Declaration form Model X01 (issued together with Circular 29/2016/TT-BCA);- 02 recent photos, 4cm x 6cm in size, with a straight face, bare head, no colored glasses, and white background. If a child under 09 years old shares a passport with a parent, submit 02 photos of 3cm x 4cm;- For children under 14 years old, submit either a certified copy or a photocopy (if certified copy is unavailable, present the original for inspection and comparison) of the birth certificate.

Step 2: Submit documents

Submit the passport application documents at the Reception and Result-Returning Department of the Immigration Management Office, Police Departments of provinces and centrally-run cities.

- Fill and submit the declaration form Model X01 (the declaration form does not need confirmation from Commune, Ward, or Commune-level Town Police of the permanent or temporary residence);- Present Identity Card/Citizen Identity Card for comparison;- If the applicant is a temporary resident, they must present the temporary residence book for comparison;- The immigration management officer receives and checks the legality and content of the documents:- In case the documents are complete and valid, the officer will issue a receipt to the applicant and request payment of fees to the fee collection officer. The fee collection officer receives the money, writes a receipt for the payment, and hands over the receipt along with the payment receipt to the applicant.- In case the documents are incomplete or invalid, the officer receiving the documents will guide the applicant to complete the documents in due time.- Time for receiving documents: From Monday to Saturday morning weekly (public holidays off).

Step 3: Receive results

Processing time: 8 working days from the date of receiving a complete and valid set of documents;

Receive the results at the Reception and Result-Returning Department of the Immigration Management Office where the application was submitted.

- The person directly receiving the results must present the receipt, the payment receipt, and the Identity Card/Citizen Identity Card for comparison. Officers of the authorized agency, organization receiving the passport on behalf of the person delegating must present the receipt, introduction letter from the agency, organization, and the Identity Card/Citizen Identity Card of themselves and the delegating person for verification and comparison.- The officer delivering the results checks and asks the recipient to sign, then delivers the passport to the recipient.
