Procedure for Annual Awarding of the "Cultural Residential Area" Title

According to the provisions of Articles 14 and 15 of Decree 122/2018/ND-CP, the annual documentation for the nomination of Cultural Residential Area title includes:

- A written request for the nomination of the Cultural Residential Area title from the commune-level People's Committee;- A registration form to participate in the construction of the Cultural Residential Area title; A self-assessment form on the criteria of the Cultural Residential Area evaluation;- Minutes of the meeting for the evaluation of the Cultural Residential Area title.

The annual process for evaluating the Cultural Residential Area title is carried out in the following order:

- The commune-level People's Committee bases on the registration form to participate in the competition and the self-assessment form of the residential area to compile a list of eligible residential areas for evaluation;- The commune-level People's Committee convenes the evaluation meeting, with the following participants:- Chairman of the People's Committee, Chairman of the Vietnam Fatherland Front, representatives of the commune-level mass organizations, and Head of the Front Work Committee in the residential area;- Representatives of the residential areas in the evaluated list.- Organize the evaluation meeting:- The meeting is conducted when at least 60% of the summoned participants attend;- Evaluation form: Secret ballot or voting;- Evaluation results: The residential area is proposed for the Cultural title and a Certificate of Recognition when 60% or more of the members attending the meeting agree.- Within 03 working days from the date of the evaluation meeting result, the commune-level People’s Committee prepares the documentation as prescribed in Article 14 of Decree 122/2018/ND-CP and submits it to the Chairman of the district-level People’s Committee for decision;- Within 05 working days from the date of receiving the valid documentation, the Chairman of the district-level People’s Committee decides to award the title and Certificate of Recognition for the Cultural Residential Area.
