This is a notable content stipulated in Circular 04/2015/TT-BTP on guidelines for notarial practice internship issued by the Ministry of Justice on April 15, 2015.
Circular 04/2015/TT-BTP stipulates that the trainee, notary, and notarial practice organization have the right to file a complaint against administrative decisions and administrative acts concerning notarial practice training of the Department of Justice, and the competent person of the Department of Justice, when there are grounds to believe that such decisions or acts infringe upon their legal rights and interests.

Some regulations on handling complaints are as follows:
- Complaints are handled according to the provisions of the law on complaints.- Within 30 days from the date of completion of the notarial practice training examination, the participant has the right to file a complaint against the decisions or acts of the Examination Council, members of the Examination Council, and members of the Committees of the Examination Council when there are grounds to believe that such decisions or acts infringe upon their legal rights and interests.- The Chairman of the Examination Council is responsible for resolving complaints within 30 days from the date of receipt of the complaint.- In case the time limit specified in this clause has expired without the complaint being resolved, or the complainant does not agree with the decision on complaint resolution of the Chairman of the Examination Council, or the Examination Council has been dissolved, the participant has the right to file a complaint with the Minister of Justice. The time limit for the Minister of Justice to resolve the complaint is 30 days from the date of receipt of the complaint. The decision by the Minister of Justice on the complaint is final.
In addition, citizens have the right to denounce violations of the notarial practice training regulations to the competent authorities, organizations, or individuals according to the Law on Notary, this Circular, and other relevant legal documents. The handling of denunciations is conducted in accordance with the law on denunciations.
