Priority Regime for Officials and Public Employees of the State Audit Office

Decree 66/2018/ND-CP issued by the Government on May 12, 2018, stipulates preferential policies for officials, public servants, public employees, and workers of the State Audit.

In this decree, policies regarding preferences for officials and public employees, and workers of the State Audit Office of Vietnam are stipulated as follows:

Preferential regime for officials and public employees, and workers of the State Audit Office of Vietnam

According to Decree 66, policies regarding preferences for officials and public employees, and workers of the State Audit Office of Vietnam shall be implemented as stipulated in Article 1 of Resolution 325/2016/UBTVQH14 dated December 29, 2016, of the Standing Committee of the National Assembly and other documents regulating and guiding salaries of the Government of Vietnam.

Funding for implementing policies regarding preferences for officials and public employees, and workers of the State Audit Office of Vietnam

Annually, based on the results of audit recommendations, the State Audit Office of Vietnam is allocated 5% of the funds detected and recommended as stipulated in Clause 1, Appendix 6, regulating policies regarding preferences for officials and public employees, and workers of the State Audit Office of Vietnam, issued together with Resolution 325/2016/UBTVQH14, including:

- Funds increasing state budget revenue from taxes, fees, charges, and other collections.- Funds returned to the state budget due to incorrect expenditures.- Incorrectly allocated and exceeded budget estimates that have been addressed by competent authorities based on recommendations by the State Audit Office of Vietnam and returned to the state budget.

Utilizing the allocated funds to implement policies regarding preferences for officials and public employees, and workers of the State Audit Office of Vietnam

According to Decree 66, the State Audit Office of Vietnam utilizes the allocated 5% of funds to cover the following expenses:

- Incentives and rewards for officials and public employees, and workers of the State Audit Office of Vietnam, not exceeding 0.8 times the salary level as regulated by the State, including:- Salary scale, rank, and position.- Allowances such as:- Position allowance;- Excess framework allowance;- Professional preferential allowance as stipulated in Resolution 325/2016/NQ-UBTVQH14.- The remaining funds after incentives and rewards have been distributed to officials and public employees, and workers of the State Audit Office of Vietnam are used to invest in facilities and enhance the operational capacity of the sector.
