Priority in developing airport infrastructure in Vietnam

Recently, the Prime Minister of Vietnam issued a document regarding the Plan to implement the Master Plan for the development of the national airport system for the period 2021-2030, with a vision to 2050. The document clearly states the priority for investment in the development of airport infrastructure.

On July 16, 2024, the Prime Minister of Vietnam issued Decision 655/QD-TTg on the Plan to implement the master plan for the development of the national airport system for the 2021-2030 period, with a vision to 2050.

To enhance awareness and action in the implementation of Decision 648/QD-TTg dated June 7, 2023, by the Prime Minister of Vietnam, approving the master plan for the development of the national airport system for the 2021-2030 period, with a vision to 2050 (Airport System Master Plan).

At the same time, to identify tasks, solutions, methods, and lists of projects, and resources for implementation in each phase from now until 2030, in line with the conditions of the ministries, central authorities, and local authorities;

To identify the tasks of the ministries, sectors, and localities in the implementation of the Airport System Master Plan.

The plan clarifies, prioritizing investment in development:

- Regarding airport infrastructure:

+ Developing investment plans for the development, renovation, and expansion of airports in a focused and prioritized manner; concentrating on projects with significant spill-over effects; prioritizing investment resources for major airports, which play an important role in economic, social development, and international integration in the Hanoi Capital region (Noi Bai International Airport) and Ho Chi Minh City region (Tan Son Nhat International Airport, Long Thanh International Airport).

+ Completing the infrastructure system, aviation security equipment according to Decision 34/QD-TTg of 2016 by the Prime Minister of Vietnam approving the Scheme to enhance aviation security capacity, such as: perimeter fences, gates, entrances, and exits in restricted areas, guard posts, patrol roads, lighting, isolated parking lots.

Standardizing, fully equipping the aviation security means, equipment such as: metal detectors, X-ray machines, surveillance cameras, intrusion detection devices, explosive detection machines... gradually modernizing the aviation security equipment system with the world's advanced technology.

- Regarding infrastructure ensuring flight operations:

+ Drafting, updating, adjusting master plans for the development of the flight operations service supply system to safely and efficiently exploit the entire two flight information regions (FIRs) of Vietnam and at airports nationwide, in the context of the ever-increasing growth rate of the civil aviation sector and the specific requirements of international integration in air navigation.

+ Urging the implementation of key air navigation services (ANS) projects to ensure progress, such as the Ho Chi Minh Air Traffic Control Center project.

+ Investing in, modernizing the infrastructure system, and equipment to ensure safe flight operations at all airports with a long-term, effective vision associated with the mission of ensuring air space security and sovereignty, complying with ICAO requirements and standards. Gradually investing in logistics centers, training centers, flight training, and aircraft maintenance and repair.

+ Implementing synchronized solutions to enhance the capacity of air navigation service provision according to the master plan for the development of the Aviation Information, Navigation, Surveillance, and Air Traffic Management (CNS/ATM) system in Vietnamese civil aviation oriented to 2030, including solutions on organizing the service provision system in a professional direction according to international standards; enhancing the efficiency of civil and military aviation operation coordination, optimizing airspace usage; modernizing the equipment system in parallel with updating the application of new flight methods and advanced air traffic management methods.
