Purpose and requirements of key administrative procedure reform in 2024 of the Ministry of Culture, Sports, and Tourism of Vietnam

**Purpose:

- Strengthen the implementation of administrative procedure reform (APR) activities based on the documents, programs, plans, and projects issued by the Government, the Prime Minister, and the Ministry, ensuring effective and substantial implementation, and accomplishing the objectives, tasks, and solutions set for 2024.

- Continue to reduce and simplify administrative procedures and regulations related to business operations, with a focus on prioritizing the review and reduction of the 11 types of licenses proposed by the Government Office.

- Expedite the process of amending and supplementing legislative documents (LD) to enforce the approved plan for reducing and simplifying regulations related to business operations approved by the Prime Minister (as stated in Decision 1647/QD-TTg on December 20, 2023, of the Prime Minister approving the plan for reducing and simplifying regulations related to business operations under the management of the Ministry of Culture, Sports, and Tourism in 2023).

- Enhance the quality of handling administrative procedures for citizens and businesses by officials and civil servants under the Ministry. Ensure the effectiveness and efficiency of state management and legal provisions regarding APR.

**Requirements:

- Emphasize the sense of responsibility of the heads of agencies and units under the Ministry in directing the implementation and proactive deployment of this Plan, contributing to the completion of the Administrative Reform Plan for the period 2021–2025 of the Ministry (stated in Decision 2535/QD-BVHTTDL on September 29, 2021) and the Administrative Reform Plan for 2024 of the Ministry (stated in Decision 4236/QD-BVHTTDL on December 29, 2023).

- Ensure resources for APR activities, with a focus on selecting competent officials and civil servants who meet the job requirements to implement this Plan in a coordinated manner with the assigned tasks in relevant documents of the Ministry from the beginning of 2024.
