Principles on the Appointment of the Title of Educational Administrative Staff

The content is detailed in Circular 07/2019/TT-BGDDT which stipulates the classification codes, professional title standards, and salary arrangements for clerical staff in ethnic boarding high schools, specialized high schools, university preparatory schools, and public schools for students with disabilities.

The appointment and salary arrangement based on job titles for administrative staff must adhere to the following principles:

- The appointment to a job title for administrative staff must be based on the job position, duties, responsibilities, competence, and professional qualifications of the public employee.- When appointed from the current grades of officials or job titles held by public employees to the job title of administrative staff, the public employee's salary grade must not be raised.

According to Circular 07/2019/TT-BGDDT, the appointment to the job title of administrative staff is implemented as follows:

- Appointment to the job title of administrative staff (code V.07.07.21) for public employees who are recruited or are currently performing administrative duties in ethnic boarding schools (district and provincial levels); specialized high schools; preparatory universities and public schools for the disabled, meeting the standards stipulated in Article 3 of Circular 07.
