The 2003 Population Ordinance was enacted on January 9, 2003. One of the fundamental contents stipulated in this Ordinance is the basic principles of population work.
To be specific:, pursuant to the provisions of Article 2 of the Population Ordinance 2003, population work must ensure the following principles:
First, protect the lawful rights and interests of agencies, organizations, and individuals in the field of population in accordance with the socio-economic development and the quality of life of individuals, families, and the entire society.
Second, ensure the proactive, voluntary, and equal participation of each individual and family in birth control, reproductive health care, choice of residence, and implementation of measures to enhance population quality.
Third, combine the rights and interests of individuals and families with the interests of the community and entire society; implement the small family size policy, ensuring prosperity, equality, progress, happiness, and sustainability.
Population work involves managing and organizing activities that impact population size, population structure, population distribution, and enhancing population quality.
