Principles of Payment in the Electricity Market

Circular 28/2018/TT-BCT was promulgated on September 27, 2018. This Circular stipulates the operation of the competitive electricity generation market. The payment principles in the electricity market are regulated as follows:

1. Direct transaction generating units are paid according to the electricity market price and the payment is according to the deviation electricity purchase agreement.

2. Payment based on market prices only applies to direct transaction generating units and is calculated based on the following factors:

- Market electricity price;- Market capacity price;- Mobilized electricity and capacity output.

3. Payment to direct transaction generating units is made according to the regulations in Chapter VI of this Circular.

4. Indirect transaction generating units and units not participating in the electricity market are paid according to the provisions in the electricity purchase contract.

This content is specifically stipulated in Article 16 of Circular 28/2018/TT-BCT which takes effect from November 15, 2018.
