Principles of management and use of the budget for training and regular retraining within the Vietnam People's Public Security (Illustrative Image)

Section 4, Article 1 of Circular 53/2011/TT-BCA-V22 stipulates the principles of management and use of the budget for training and regular retraining within the Vietnam People's Public Security as follows:

- Based on the actual conditions for sending officials and soldiers to study intermediate, college, undergraduate, or postgraduate programs under the current regulations of the Ministry of Public Security and the available budget for training and regular retraining, the People's Public Security units and police departments decide on partial financial support (tuition fees, purchase of textbooks) for these individuals at training institutions inside and outside the Vietnam People's Public Security.

- The budget for training and regular retraining is used to cover the expenses directly serving the training and regular retraining for officials and soldiers sent for training according to the annual training and retraining plan and targets set by the Ministry of Public Security, including direct training at training and retraining institutions within the Vietnam People's Public Security or external training and retraining institutions; expenditures for direct management activities of training and regular retraining for officials and soldiers by training and retraining institutions or People's Public Security units and police departments assigned to organize training and retraining courses for officials and soldiers.

- The budget for training and regular retraining shall not be used for administrative activities of training and retraining institutions; investment in constructing infrastructure for training and retraining institutions for officials and soldiers. The operational expenses of training and retraining institutions are covered by the regular operational budget estimates of People's Public Security units and police departments.
