First, the information provided must be created by the Head of one's own level or by one's own agency/unit, except for information that is not accessible as stipulated in Article 6 of the Law on Access to Information, information that is conditionally accessible shall be provided when conditions are met as prescribed in Article 7 of the Law on Access to Information.

Second, the provision of information must comply with the legal regulations on protecting state secrets, military secrets, and national defense secrets.

Third, ensuring accuracy, completeness, and promptness; in accordance with the procedures and formalities prescribed by law; suitable to the nature of the information requested and the capability of one's own agency/unit.
