On November 01, 2018, the Ministry of Foreign Affairs issued Circular 03/2018/TT-BNG specifically stipulating the principles of emulation and commendation within the Ministry of Foreign Affairs.
Circular 03 stipulates the principles of emulation in the Ministry of Foreign Affairs as follows:
- Voluntary, self-conscious, and transparent; solidarity, cooperation, effort, and creativity in task performance;- The consideration for awarding emulation titles must be based on the emulation movement and emulation registration.
At the same time, Circular 03 also stipulates that the principles of commendation must meet the following conditions:
- Accurate, transparent, fair, and prompt;- Do not award multiple forms of commendation for the same achievement; collectives or individuals meeting the criteria for any form of commendation shall be considered and proposed to the competent authority for that form of reward. In a year, do not propose 02 forms of state-level commendation for one collective or individual, except for particularly outstanding achievements, commendation for contribution process, commendation according to tenure;- The form of commendation must correspond to the target group, function, assigned tasks of the collective, individual, and achieved results; the form of impromptu commendation, periodic or thematic, is not counted as a condition or standard for proposing state-level commendation; previously commended achievements are not accumulated to propose a higher level of commendation next time;- Commended achievements are considered in the overall common achievements of all aspects of work of the collective, individual; prioritize commendation towards small collectives and individuals who are not management leaders;- Note that when multiple individuals or collectives meet the criteria, prioritize female individuals or collectives with 70% or more females for commendation. For female leaders and managers, the tenured period for considering commendation for contribution process is reduced by 1/3 compared to the general regulation; if the retirement age is higher regulated, the tenured period for considering commendation for the contribution process is implemented according to the general regulation;- Combine closely spiritual encouragement with material benefits;- Especially, for collectives or individuals currently under disciplinary review by competent authorities or under investigation, inspection, examination due to signs of violation or complaint petition requiring verification and clarification, do not commend or propose commending to higher authorities.
