Principles of Commendation in the Vietnam People's Army

The Ministry of National Defense promulgated Circular No. 151/2018/TT-BQP detailing the principles of commendation within the Vietnam People's Army.

Circular 151 stipulates that the principles of rewards are implemented according to the provisions of the law on emulation and commendation. Specifically, as follows:

- The form and level of commendation must be appropriate to the nature of each type of achievement, corresponding to the results achieved or the level of merit, contribution, and dedication of each collective or individual. Special attention should be paid to rewarding collectives and individuals who directly participate in combat, combat service, training, work, and production labor.- During one year, do not propose to award two of the following state-level commendations to one collective or one individual, including: Orders; titles: "Hero of the People's Armed Forces," "Hero of Labor," "National Emulation Fighter"; "Certificate of Merit from the Prime Minister" (except for exceptional achievements or lifetime contributions).- One form of commendation can be awarded multiple times to one entity; do not award many forms of commendation for one achievement; for the same achievement, at the same time, do not award one form of commendation to multiple levels within one unit. Commendation forms for specific periods or topics do not count as conditions or standards for proposing state-level commendations.- When rewarding based on merits (regular rewards), 02 Emulation Flags of units under the Ministry of National Defense can be converted into 01 "Emulation Flag of the Ministry of National Defense".- Rewarding in sectors, mass organizations, and during the preliminary and final summaries of campaigns and thematic emulation movements should mainly use the forms of commendation within the scope and authority of the unit organizing the summary; in cases of particularly outstanding, exemplary achievements with widespread influence throughout the military or the nation, the Minister of National Defense, the Prime Minister, or the President should be proposed for commendation; the highest reward level can be the "Third Class Order of National Defense" or the "Third Class Order of Labor".- Commendation for individuals who are heads of agencies or units must be based on the individual's achievements and the achievements of the collective agency or unit that the individual is in charge of. When considering commendation during the final summary of emulation movements, only consider rewarding heads of agencies or units if the agency or unit they are in charge of is commended.- For female leaders and managers, the period of holding office for rewarding for lifetime contributions can be reduced by 1/3 of the general regulation time.- Commendation should not be considered for collectives or individuals who are under disciplinary review, investigation, inspection, or examination for any signs of violation, or who have complaints, denunciations that are still being verified and not yet concluded.

Especially not to consider awarding emulation titles in the annual emulation movement summary and the Certificate of Merit from the Minister of National Defense, but only consider awarding state-level commendations for achievements in specific stages and use the achievements of subordinate units as criteria for considering commendations for the following collectives: General Staff, General Political Department; general departments: Logistics, Technology, Defense Industry; General Department II; military zones, services, army corps, arms, brigades; Border Guard, Command of Hanoi Capital, Coast Guard Command, Command for the Protection of Ho Chi Minh Mausoleum, Command 86, the Government Cipher Board, Viettel Military Industry and Telecoms Group.
