Principles of Budget Allocation When Using Public Assets

The allocation of funds when using public assets must be carried out according to the following principles:

- The allocation of funds applies to officials and other subjects who are entitled to use public assets according to the regulations on standards and norms for the use of public assets issued by competent authorities;- The State encourages the application of the fund allocation mechanism to subjects who are entitled to use public assets but are not subject to mandatory allocation;- The fund allocation must ensure security, safety, and the full performance of assigned functions and tasks; ensure more savings and efficiency than investing in construction, procurement of assets;- Do not allocate funds for the use of public assets in the following cases:- Assets related to state secrets;- State agencies have been assigned, invested in construction, procured, or leased assets to serve activities, except in cases where such assets are handled according to legal regulations.- Do not equip public assets, do not allocate funds for the operation, maintenance, or repair of public assets in cases where fund allocation has been carried out for the use of assets;- The source of allocated funds is arranged in the annual State budget estimate of the state agency.

Decree 151 specifies the subjects, forms of allocation, and funds for allocation for the following cases:

- Allocation of funds for the use of public housing;- Allocation of funds for the use of automobiles;- Allocation of funds for the use of machinery and equipment;- Allocation of funds for the use of other assets.
