The principles for assessing and classifying the quality of cadres, civil servants, and public employees are specified in Article 2 of Decree 90/2020/ND-CP, as amended by Clause 1, Article 1 of Decree 48/2023/ND-CP as follows: after:

- Ensuring objectivity, fairness, and accuracy; no respect, oppression, favoritism, or formality; ensuring the right competence to manage and evaluate cadres, civil servants, and public employees.

- The evaluation and classification of quality must be based on the assigned responsibilities and tasks and the results of task performance, expressed through specific jobs and products; for cadres, civil servants, and public employees, leading and managing must be associated with the results of performing tasks of agencies, organizations, and units assigned to manage and take charge of them.

- Cadres, civil servants, and public employees who have worked in the year for less than 6 months shall not perform the assessment and classification of quality but still have to review their working time in the year.

Cadres, civil servants, and public employees who are absent from work as prescribed by law in the year from 3 months to less than 6 months, shall still conduct the assessment but not rate the quality at the level of successfully completing the task or higher.

Cadres, civil servants, and public employees taking maternity leave according to the provisions of law, the result of quality classification in the year is the result of quality classification of the actual working time of that year.

- The results of assessment and classification of the quality of cadres, civil servants, and public employees according to the provisions of Decree 90/2020/ND-CP are used as a basis for communication in assessing and classifying the quality of party members.

- Cadres, civil servants, and public employees who are subject to Party discipline or administrative discipline shall evaluate and rank their quality as follows:

+ Cadres, civil servants, and public employees who are subject to party discipline or administrative discipline in the evaluation year shall be classified as failing to complete their tasks, except for the case specified at Point b of this Clause.

+ In case the violation has not yet been issued with a disciplinary decision of the competent authority but has been used as a basis for assessment and rating of quality at the level of not completing the task in the evaluation year, disciplinary action decisions issued after the evaluation year for such violations (if any) are not counted for evaluation and quality classification in the year of the disciplinary decision.

+ In case cadres, civil servants, and public employees are Party members and have been disciplined by the Party and administratively for the same violation, the party discipline decision and the administrative discipline decision that are not valid in the same evaluation year are only counted as the basis for quality grading in one evaluation year.

- Percentage of cadres, civil servants, and public employees classified as "Excellent in completing tasks" in the total number of cadres, civil servants, and public employees at the same agency, organization, or unit, and for each group of subjects with similar tasks, not more than the percentage of party members who are classified as "Excellent in completing tasks" according to the Party's regulations.

In case an agency, organization, or unit has outstanding achievements, exceeds the schedule for assigned tasks, successfully completes unscheduled jobs, has proposals or organizes the implementation of innovation, creates positive change, and brings value and practical effect, then competent authorities decide the rate of excellent completion of tasks in accordance with reality, ensuring the lawful rights and interests of cadres, civil servants, and public employees.
