On December 31, 2024, the Minister of National Defense issued Circular 122/2024/TT-BQP stipulating the implementation of democracy at the grassroots level within the Vietnam People's Army.
According to the provisions in Article 56 of Circular 122/2024/TT-BQP, the principles of organization and operation of the People's Inspection Committee in the Vietnam People's Army include:
- The People's Inspection Committee at agencies, units, state-owned enterprises is directly directed and guided by the Executive Committee of the grassroots Trade Union; they must comply with legal regulations, carry out the assigned tasks and powers correctly, ensuring objectivity, transparency, and openness.
Any feedback from military personnel, workers, defense public employees, and laborers must be truthfully relayed to the authority empowered to resolve it according to legal regulations; one must not exploit duties and powers to incite, entice, or lead military personnel, workers, defense public employees, and laborers to perform unlawful acts; work according to collective policies, decide by majority.
- Based on the resolution of the collective military personnel conference on implementing the grassroots democracy regulation of the agency, unit (where there is a trade union organization) or the employee conference at state-owned enterprises and the direction and guidance of the Executive Committee of the grassroots Trade Union, the People's Inspection Committee formulates a work program quarterly, every 6 months, and annually, the basic content includes: Purpose, requirements, content, time, funding, organization of implementation, and other ensuring conditions; develop specific inspection and supervision plans reported to the Executive Committee of the grassroots Trade Union and notified to the inspection and supervision subjects (if any) at least 5 working days before commencing inspection and supervision activities.
- Receive information directly provided by military personnel, workers, defense public employees, and laborers through suggestion boxes and review related documents. Work with relevant units and individuals related to the proposal, feedback to evaluate the authenticity of the content of the feedback, proposal; aggregate, analyze, compare with legal provisions, regulations, working rules of the agency, unit, enterprise to evaluate and propose recommendations to the commander (employer) to consider resolving or through the Executive Committee of the grassroots Trade Union of the agency, unit, enterprise.
The inspection and supervision results are documented and sent to the agency, organization, individual who gave the feedback, recommendation. If a person is found to have violated the law, a recommendation is given to the competent authority to consider and handle according to the regulations.
- The People's Inspection Committee is responsible for periodically reporting quarterly, 6-month, yearly activity results or upon request to the Executive Committee of the grassroots Trade Union of the agency, unit, enterprise; report annual task implementation results at the collective military personnel conference on implementing grassroots democracy regulation of the agency, unit (the employee conference of the state-owned enterprise).
- The People's Inspection Committee regularly maintains contact and coordinates closely with the head and military personnel, workers, defense public employees, laborers (employers and employees) to promptly receive opinions and feedback; aggregate, compare, verify, and recommend solutions according to competence or report to the competent authority for resolution according to legal regulations.
