On May 15, 2018, the Ministry of Public Security issued Circular 14/2018/TT-BCA stipulating the form, management, and use of Special Protection Papers by the security forces. Notably, it includes regulations on the principles for issuing, managing, and using Special Protection Papers.
To be specific:, Circular 14 stipulates that the special protection paper is issued by the Minister of Public Security to the subjects as specified to carry out protective operations. The validity period of the Special Protection Paper is 05 years from the date of signing.
The issuance, exchange, re-issuance, handover, withdrawal, destruction, management, and use of the Special Protection Paper must comply with the provisions of law.
The Special Protection Paper may only be used for protective operations. When in use, People's Public Security officers must present the Special Protection Paper along with the People's Public Security Identification Card. Officers of the Ministry of National Defense must present the Special Protection Paper along with their Officer Identification Card.
Furthermore, Circular 14 also stipulates prohibited acts regarding the Special Protection Paper:
- Issuing, handing over, exchanging, re-issuing, withdrawing, destroying the Special Protection Paper contrary to legal provisions.- Abusing, misusing the Special Protection Paper issued to commit acts of violating the law.- Forging, altering, destroying, appropriating, unauthorized using, buying, selling, gifting, renting, leasing, borrowing, lending, pawning, or receiving the pawned Special Protection Paper.
