Principles for Promotion of Professional Titles in the Field of Sports and Physical Training

Circular 23 stipulates that the nomination of public employees to attend the rank promotion examination in professional titles must be based on job positions, structure of professional titles, and the needs of the sports public service provider.

Public employees are only allowed to attend the rank promotion examination from a lower rank to the adjacent higher rank within the same professional title they currently hold.

Public employees are only eligible to attend the rank promotion examination for a professional title if they meet the standards and conditions of the promoted title as prescribed by law. In cases where the number of people meeting the standards and conditions for the rank promotion examination in a professional title exceeds the number of positions in the professional title structure of the sports public service provider approved by the competent authority, the competent authority will nominate public employees to attend the rank promotion examination based on the following basic priority criteria:

- Training achievements;- Outstanding achievements in task performance;- Number of years holding the current professional title rank;- Female public employees registering for the rank promotion examination.

The organization of examinations or evaluations for rank promotion in professional titles must ensure equality, publicity, transparency, objectivity, and compliance with the law.
