Principles for Payment of Budgetary Expenditures

Circular 55/2017/TT-BTC was issued by the Ministry of Finance on May 19, 2017, to specifically stipulate the principles of payment of budget expenditures.

Principles for the payment of budget expenditures are specifically stipulated in Circular 55 as follows:

- The Ministry of Finance and the State Treasury are responsible for checking, controlling, and fully and promptly paying according to the progress of the expenditure tasks arranged in the budget estimate; they have the right to refuse expenditures that do not meet the expenditure conditions and are liable for their decisions in accordance with the law.- The payment of state budget funds is implemented according to the principle of direct payment from the Ministry of Finance and the State Treasury to salary earners, allowance recipients, subsidy recipients, suppliers of goods and services, or to budget-using units for expenditures that require high confidentiality. In urgent cases, for some expenditures that do not meet the conditions for direct payment from the Ministry of Finance and the State Treasury, budget-using units are allowed to advance funds to actively spend according to the assigned budget estimates, after which the units will settle with the Ministry of Finance and the State Treasury according to the Ministry of Finance's regulations.- Regular expenditures are arranged evenly throughout the year for spending; tasks of basic construction investment, procurement, major repairs, and other irregular expenditures are ensured payment sources according to progress and within the scope of the estimate assigned to the Ministry of Public Security.
