On November 09, 2018, the Prime Minister of the Government of Vietnam issued Decision 45/2018/QD-TTg stipulating specific principles for organizing meetings in state administrative agencies.
Decision 45 stipulates that when organizing a meeting, the following principles must be adhered to:
- Resolve work according to authority, autonomy, and self-responsibility in performing assigned tasks and powers. Superiors must not interfere with and resolve matters under the authority of subordinates, and subordinates must not transfer matters under their authority to superiors for resolution.- Comply with the law, and promote democratic centralism; ensure transparency and confidentiality of state secrets as prescribed by law.- Organize meetings according to the work plan or when truly necessary, appropriate to the nature, requirements, and content of the issues and work to be resolved; and the nature and characteristics of each agency's organization and operation.- Clearly define the purpose, requirements, content, and participants; emphasize and seriously implement personal responsibility in directing, chairing, attending meetings, and the responsibilities of agencies ensuring and serving the meeting.- Integrate and combine related meeting contents reasonably; promote the application of information technology in organizing meetings; improve and simplify procedures in organizing meetings; ensure quality, efficiency, practicality, and cost-effectiveness, without being ostentatious or formalistic.- Meetings must not affect other public service activities of the agency, organization, or person with authority, the reception and resolution of administrative procedures for citizens and organizations according to the law.
