On October 18, 2024, the Minister of Home Affairs of Vietnam issued Circular 11/2024/TT-BNV prescribing regulations on making and managing administrative boundary records in Vietnam.
making and managing administrative boundary records in Vietnam must adhere to the following principles:
- administrative boundary records shall be established when the Resolution of the National Assembly, the Standing Committee of the National Assembly on the establishment, dissolution, merger, division, or adjustment of administrative unit boundaries, or the decision of the competent level on determining administrative unit boundaries in areas where the administrative boundaries have not been unified, comes into effect, or in cases where it is necessary to adjust the position of boundary markers in the field. Specifically:
+ Establish new administrative boundary records when an administrative unit is established, merged, or divided according to the decision of the competent authority.
+ Amend and supplement administrative boundary records for administrative units not covered by the above instance.
- The establishment of administrative boundary records shall be carried out in accordance with the regulations set forth in Circular 11/2024/TT-BNV and the applicable legal provisions concerning the technical determination of administrative unit boundary lines, setting boundary markers, and creating boundary dossiers across all levels.
- The management and storage of administrative boundary records shall be carried out in accordance with the regulations set forth in Circular 11/2024/TT-BNV and the applicable legal provisions concerning archiving.
(Article 2 Circular 11/2024/TT-BNV)
(1) Commune-level administrative boundary records include:
- Commune-level administrative unit boundary map.
- Confirmation document regarding the schematic position of boundary markers of commune, district, and provincial administrative units on the commune-level boundary line.
- Coordinate confirmation document for provincial, district, and commune-level boundary markers on the commune-level boundary line.
- Table of coordinates for characteristic points on the commune-level administrative boundary line.
- General description of the commune-level administrative boundaries.
- Record confirming the description of the commune-level administrative boundary line.
- Gazetteer card (demographic, hydrographic, topographic).
- Record of handover of boundary markers among administrative levels.
- Copies of documents from the competent authority on the establishment, dissolution, merger, division, or adjustment of commune-level administrative boundaries or documents determining commune-level administrative boundaries.
(2) District-level administrative boundary records include:
- District-level administrative unit boundary map.
- Confirmation document regarding the schematic position of district and provincial boundary markers on the district-level boundary line.
- Table of coordinates for district and provincial boundary markers and characteristic points on the district-level administrative boundary line.
- General description of district-level administrative boundaries.
- Confirmation document describing the district-level administrative boundary line.
- Copies of documents from the competent authority on the establishment, dissolution, merger, division, or adjustment of district-level administrative boundaries or documents determining district-level administrative boundaries.
(3) Provincial-level administrative boundary records include:
- Provincial-level administrative unit boundary map.
- Confirmation document regarding the schematic position of provincial boundary markers on the provincial-level boundary line.
- Table of coordinates for provincial boundary markers and characteristic points on the provincial-level administrative boundary line.
- General description of provincial-level administrative boundaries.
- Confirmation document describing the provincial-level administrative boundary line.
- Copies of documents from the competent authority on the establishment, dissolution, merger, division, or adjustment of provincial-level administrative boundaries or documents determining provincial-level administrative boundaries.
