The Minister of Public Security has just issued Circular 92/2020/TT-BCA stipulating the implementation of democracy in health facilities of People's Police in Vietnam.
The principles for implementing democracy in health facilities of People's Police in Vietnam stipulated in Article 4 Circular 92/2020/TT-BCA must be adhered to as follows:

- Comply with the Constitution and the law; rights go hand in hand with obligations and responsibilities;
- Strictly prohibit acts of abusing democracy, violating the law, infringing upon the rights, and legitimate, lawful interests of health facilities of People's Police in Vietnam, medical staff, patients, and their families.
- Ensure the leadership and direction of the Communist Party committees, the responsibility of the heads of health facilities of People's Police in Vietnam (Hospital Directors, Department Heads, Room Heads, Clinic Heads, etc.) in management and operation, the active participation of mass organizations, and the cooperation of patients and their families so that medical staff, patients, and their families fully implement the contents of publicity, transparency, participation, and supervision, inspection of the medical facility's activities;
- Enhance the quality and efficiency in medical examination, treatment, and services for patients according to the regulations on medical examination and treatment of the State and the Ministry of Public Security.
