Ordinance on the Implementation of Democracy at Communal Level 2007 was promulgated on April 20, 2007. The Ordinance stipulated some basic principles in the implementation of democracy at the communal level.
To be specific, according to the provisions of Article 2 of the Ordinance on the Implementation of Democracy at Communes, Wards, and Commune-Level Towns 2007, the implementation of democracy at the commune level must ensure the following principles:
Ensure order and discipline within the framework of the Constitution and the law.
Ensure the people's rights to be informed, to participate in opinions, to decide, to implement, and to supervise the implementation of democracy at the commune level.
Protect the interests of the State, and the legitimate rights and interests of organizations and individuals.
Transparency and openness in the process of implementing democracy at the commune level.
Ensure the leadership of the Communist Party and the management of the State.
