On August 01, 2018, the Ministry of Transport issued Circular 43/2018/TT-BGTVT stipulating the mandatory pilotage areas in Vietnam. Notably, it provides regulations on the principles of establishing compulsory pilotage areas and vessel routing.
To be specific:
- Mandatory maritime pilotage areas are established based on the operational scope, operational capacity of maritime pilotage organizations, characteristics of port waters, including pilot pick-up and drop-off areas, ship density, meteorological and hydrological conditions within the mandatory maritime pilotage areas to ensure maritime safety, maritime security, and environmental pollution prevention.
- A mandatory maritime pilotage area includes one or more ship guiding routes.
- The publication of ship guiding routes, the organization of assigned operational areas for mandatory maritime pilotage or ship guiding routes to maritime pilotage organizations ensures stability, maritime safety, maritime security, and environmental pollution prevention, without disrupting existing ship guiding routes that have been assigned to maritime pilotage organizations.
