Circular 49/2018/TT-BGTVT amending Circular 35/2012/TT-BGTVT stipulating the installation of kilometer markers - location names and the method of recording symbols, serial numbers on inland waterway signals was issued on September 11, 2018.
Circular 49/2018/TT-BGTVT has amended and supplemented regulations on principles for determining the position of kilometer-landmark signs at Circular 35/2012/TT-BGTVT. The principles for determining the position of kilometer-landmark signs are regulated as follows:
- Direction for determining the kilometer numbering of the kilometer-landmark signs:
- For inland waterways on rivers, canals, and lakes in the direction from downstream to upstream (from river mouth to the sea, from small river mouth to large river towards the upstream) or from East to West;- For inland waterways on bays, coastal areas, lagoons, and ponds in the direction from North to South;- For inland waterways from the shore to the island in the direction from the mainland to the island and connecting between islands in the direction from North to South.
- Method for determining the starting point (km0) and the ending point of the inland waterway route:
- For inland waterways on rivers flowing directly to the sea:- The starting point is the intersection between the main channel axis and the line connecting the outermost points of the two banks at the river mouth at the lowest ebb tide;- The ending point is the intersection between the main channel axis and the outermost section of the port, inland waterway berth, or the intersection between the central axis and the last transverse section of the river upstream of the inland waterway route.- For inland waterways on small rivers flowing into large rivers:- The starting point of the route is the intersection between two or more central axes of the channels;- The ending point of the route is determined as per the provisions at point a of this section;- For inland waterways on canals: The starting and ending points are the intersections between two or more central axes of the channels at the beginning or end of the canal.- For inland waterways on hydropower reservoirs:- The starting point is the outermost edge of the port or inland waterway berth downstream; if there is no port or inland waterway berth, the starting point is the outermost edge of the dam and hydropower plant protection corridor;- The ending point is the outermost edge of the last port or inland waterway berth upstream or the intersection between the main channel axis and the last transverse section of the river upstream of the inland waterway route.- For the auxiliary branches of inland waterways: The starting point is the intersection between two central channel axes, and the ending point is determined according to the provisions at point a of this section.- For inland waterways on bays, coastal areas, lagoons, ponds, and routes to islands, connecting islands:- The starting point is the outermost edge of the port or inland waterway berth on the mainland or on islands;- The ending point is the outermost edge of the port or inland waterway berth on the mainland or on an island; if there is no port or inland waterway berth, the ending point is the low tide water edge adjacent to the shore.- Determine the starting point, ending point, and intersections between inland waterway routes using landmarks and two coordinate systems simultaneously, including the national coordinate system VN2000 and the global geodetic coordinate system WGS84;- The Vietnam Inland Waterways Administration, the Department of Transport determines and adjusts the coordinates stipulated in point e, clause 2, Article 4 of Circular 35/2012/TT-BGTVT for the announced and adjusted inland waterway routes within their management scope;- The determination of coordinates stipulated at point e, clause 2, Article 4 of Circular 35/2012/TT-BGTVT is conducted when surveying channels for managing channels and inland waterway routes in accordance with Circular 19/2016/TT-BGTVT.
