Principles for Determining Policies for Members of Vietnamese Agencies Abroad

This is the content prescribed in Decree 08/2019/ND-CP issued by the Government of Vietnam on January 23, 2019, to regulate policies for members of Vietnamese agencies abroad.

Decree 08 specifically lists the bases and principles for determining policies for members of Vietnamese agencies abroad, including:

- The regime of living allowances, allowances, benefits, and other policies is built based on material and spiritual needs, ensuring a normal life, living conditions, and the completion of the duties of members of Vietnamese agencies abroad and their spouses, in accordance with the economic conditions of the State, the specific nature of foreign affairs, and the particular circumstances of the workplace.

- The living allowance is determined as follows: The living allowance equals the basic living allowance multiplied by the regional coefficient multiplied by the living allowance index, in which:

- The basic living allowance is determined based on ensuring the common needs for food, essential spending, and some cultural and spiritual needs for members of Vietnamese agencies abroad, in accordance with the economic conditions of the State and the specific nature of foreign affairs abroad.

- The regional coefficient is determined based on a combination of factors including the security-political environment, natural-climate environment, cultural-social environment, education conditions, medical care conditions, geographic distance, cost of living, work intensity, regional attractiveness, etc., of the regions where the Vietnamese agencies are headquartered abroad.

- The living allowance index is determined based on the standard title, appointed position at the Vietnamese agency abroad, and the current domestic salary coefficient of the member of the Vietnamese agency abroad. The living allowance index for spouses is determined according to the standard title and position of the husband/wife who is a member of the Vietnamese agency abroad.

Simultaneously, Decree 08 specifically states two principles for applying the living allowance policies:

- The living allowance regime is uniformly applied to members of Vietnamese agencies abroad.- Persons holding diplomatic positions or higher titles shall enjoy a higher living allowance index.
