Principles for design, construction of official houses in Vietnam

Official houses are houses used to accommodate individuals who are eligible to rent official houses during their tenure, as per the Housing Law 2023.

On July 24, 2024, the Prime Minister issued Decision 11/2024/QD-TTg regarding the standards for area and the allocation rates of interior equipment for official houses. According to Clause 1, Article 3 of Decision 11/2024/QD-TTg, official houses are to be built comprehensively with infrastructure projects, meeting the criteria for building density, land use coefficient, and other construction planning, standards, and regulations, including:

- Villas with no more than 04 floors, having a construction site area from 300 m^2^ to 500 m^2^ (except for cases specified in Clause 1, Article 4 of Decision 11/2024/QD-TTg), with garden yards, fences, and separate entrances, ensuring security and protection systems as prescribed;

- Adjacent houses with no more than 04 floors, having a construction site area from 60 m^2^ to 250 m^2^, designed in styles such as garden houses or townhouses, built adjacently, with all floors sharing a common technical infrastructure system;

- Apartments with usable areas from 45 m^2^ to 160 m^2^, designed with enclosed living spaces and various functional spaces such as living rooms, bedrooms, dining rooms, kitchens, bathrooms, balconies, or loggias;

- Grade IV adjacent houses with a usable area from 24 m^2^ to 60 m^2^, built as single-story houses adjacent to each other, with enclosed utilities in each house. The minimum usable area is 24 m^2^ per house.

Principles of equipping interiors for official houses in Vietnam

The equipping of interiors for official houses is regulated in Clause 2, Article 2 of Decision 11/2024/QD-TTg as follows:

(1) Funds for the construction and interior furnishing of official houses use the state budget, including both central and local budgets;

(2) Interior equipment attached to official houses has been included in the construction costs or purchase costs of commercial houses to be used as official houses, including: Air conditioning systems; a synchronous kitchen cabinet set (including kitchen cabinets, sinks, faucets, stoves, and range hoods); water heaters; a set of sanitary equipment;

(3) Interior equipment not attached to official houses includes: Living room: 01 set of tables and chairs and 01 TV stand; Kitchen: 01 set of dining tables and chairs, 01 refrigerator; Bedroom: 01 wardrobe, 01 bed, 01 mattress; 01 set of working table and chairs; 01 washing machine;

(4) Interior furnishing for villas, adjacent houses, and apartments as specified in points a, b, and c of Clause 1, Article 3 of Decision 11/2024/QD-TTg shall follow paragraphs (2) and (3);

(5) For interior furnishing of official houses specified in point d, Clause 1, Article 3 of Decision 11/2024/QD-TTg, it includes: 01 set of tables and chairs, 01 refrigerator, 01 wardrobe, 01 fan, 01 bed, 01 mattress;

(6) The selection of interior equipment must fit the function, area, and space of each room in the official residence to ensure cost-effectiveness and efficiency as regulated; for official houses bought with existing interior equipment, replacements are not allowed; only missing or non-synchronous furnishing per design and regulation can be supplemented as per points (2), (3), and (4) in this clause;

(7) For official houses previously built without full interior furnishing, the managing agency of official houses shall report to the competent authority for additional interior furnishing as regulated;

(8) The furnishing of interiors for official houses must make estimations, purchase plans to ensure cost-effectiveness and efficiency, and carry out payments and finalizations as per current legal regulations;

(9) In cases where official houses are rented out but the interior equipment previously furnished has been used but not depreciated or has been depreciated but still usable, the interior equipment shall continue to be used.
