Principles for Considering Promotion of Professional Titles for Public Preschool and General Education Teachers in Vietnam

Circular 28/2017/TT-BGDDT on regulations on standards, conditions, content, and forms of evaluation for the promotion of professional titles for public preschool and general education teachers was issued on November 30, 2017. This Circular specifically stipulates the principles for evaluating the promotion of professional titles for public preschool and general education teachers in Vietnam as follows:

  1. The assignment of teachers for consideration of promotion in professional titles in Vietnam must be based on job positions, structure of professional titles, the needs of public educational institutions, and the actual situation of the locality.

  2. Teachers are eligible to participate in the consideration for promotion from a lower rank to a directly higher rank within the same professional title they hold.

  3. Teachers applying for promotion must have the complete dossier and evidence as required. For standards and criteria without available evidence such as diplomas, certificates, certifications, decisions, commendations, research projects, proposals, or products applied in education and teaching, the proof shall be the confirmation from the employing agency regarding the teacher's competency meeting those standards and criteria.

  4. The organization of evaluation for promotion in professional titles in Vietnam must be equal, public, transparent, objective, and in compliance with the law.
