On March 6, 2024, the government issued Decree 28/2024/ND-CP, which provides detailed regulations on the procedures for awarding and posthumously awarding the "Glorious Youth Volunteer Medals" and the recognition of achievements in the resistance war.
- Youth Volunteers who have made achievements in the resistance war, defending the homeland, and fulfilling their duties, and have served in the military for a minimum of 24 months are eligible for the "Glorious Youth Volunteer Medals."
- Youth Volunteers who sacrifice their lives while performing their duties in the resistance war and defending the homeland, and have been recognized as martyrs, are eligible for the posthumous awarding of the "Glorious Youth Volunteer Medals."
- Youth Volunteers are only eligible to receive the "Glorious Youth Volunteer Medals" once.
- The time spent by Youth Volunteers in various designated time periods, as specified in Article 5 of Decree No. 28/2024/NĐ-CP, will be accumulated when considering the awards to ensure that they meet the criteria for receiving the "Glorious Youth Volunteer Medals."
- The "Glorious Youth Volunteer Medals" will not be awarded or posthumously awarded in the following cases: when someone is convicted by a court judgment or decision that is legally binding for crimes related to national security or other crimes punishable by imprisonment, or when someone participates in activities such as desertion, betrayal, or subversion that result in the termination of their entitlement to revolution-related benefits as regulated by the law on benefits for revolutionary contributors.
(Article 6 of Decree 28/2024/ND-CP)
(1) The request dossier for the Youth Volunteer includes:
- The declaration form for requesting the award of the "Glorious Youth Volunteer Medals" according to Form No. 01 in Appendix I attached to Decree 28/2024/ND-CP.
- In the case of elderly or deceased Youth Volunteers, the representative of the family should complete the declaration form according to Form No. 02 in Appendix I attached to Decree 28/2024/ND-CP.
- One of the following documents must be provided to prove the legal status of the Youth Volunteer:
Youth Volunteer membership card; Decision or personal profile indicating the status of being a Youth Volunteer and the emblem of the Youth Volunteer unit; Documents issued by competent authorities before the Youth Volunteer's return to the local area, such as certificates of completion of duties from the Youth Volunteer management unit; Transfer papers, hospital transfer papers, health records; Commendation papers during the period of involvement in the Youth Volunteer forces; Certificates of participating in Youth Volunteer activities; Work assignment documents, appointment documents, task assignment documents. The documents must clearly indicate the period of the Youth Volunteer's service.
The Youth Volunteer Certificate issued by the Provincial Union (Liaison Committee) of Former Youth Volunteers confirms the period of service and the completion of duties by the Youth Volunteer.
Confirmation documents of the emblem of the Youth Volunteer unit issued by the competent authority according to current regulations, accompanied by personal identification documents of the Youth Volunteer at that emblem unit, or decisions on subsidies and policies for Youth Volunteers who have completed their duties in the resistance war and defending the homeland issued by the competent authority, accompanied by a list of Youth Volunteers.
Personal profiles of officials or party members that indicate their participation in the Youth Volunteer forces before April 29, 1999, are valid; for Youth Volunteers based in the South, personal profiles before 1995 are accepted. Party member profiles must be certified true copies and have confirmation from the party committee that the party member is active.
- In cases where the Youth Volunteer is recognized as a martyr, the request dossier includes the Youth Volunteer's declaration form for sacrifice during duties, which has been recognized as a martyr according to Form No. 02 in Appendix I attached to Decree No. 28/2024/NĐ-CP, and a certified true copy of the Certificate of Martyr Recognition, the Certificate of National Contribution, or any other documents confirming the status as a martyr issued by the competent authority.
(2) The dossier submitted to the Prime Minister (one original copy and electronic files of the request dossier for awards) includes:
- The submission letter from the provincial People's Committee, along with a list of cases proposed for the awarding or posthumous awarding of the "Glorious Youth Volunteer Medals."
- The minutes of the meeting of the provincial Council for Emulation and Reward (with the participation of representatives from the Provincial Union (Liaison Committee) of Former Youth Volunteers of the same level).
- The request dossier of the Youth Volunteer as specified in (1).
(3) In cases where the Youth Volunteer dossier is not valid and needs to be supplemented, the receiving agency will guide the Youth Volunteer in completing the dossier and submitting it according to the regulations within a period of 05 days.
(4) For cases that do not meet the requirements and criteria, after a period of 05 working days from the date of receiving the complete dossier, the relevant authorities will notify in writing and return the proposed commendation dossier to the recommending unit.
(5) The receiving agency of the proposed commendation dossier for the "Youth Volunteer Medal" will verify cases with unclear achievements, with complaints, accusations, or reasonable doubts about the authenticity of the commendation dossier.
