On December 22, 2023, the Minister of National Defense issued Circular 118/2023/TT-BQP regulating and guiding emulation and commendation in the Vietnam People's Army.
The consideration of emulation titles and forms of commendation in the Vietnam People's Army in 2024 must comply with the following principles:
(1) Principles for considering and awarding emulation titles and forms of reward comply with the provisions of Articles 5, 7, and 10 of the Law on Emulation and Commendation 2022.
(2) Individuals participating in combat, serving in combat, performing tasks, or taking courageous actions to save people, save property of the State or injured people in need of treatment or nursing according to the conclusion of the medical facility at regimental level or equivalent or higher, the treatment and nursing time will be counted to evaluate the emulation title.
(3) Summarize the annual emulation movement; only reward the presiding officer when the unit is rewarded or completes its tasks well or better.
(4) Individuals who are assigned to participate in short-term study and training for less than 01 year, comply well with regulations, and achieve results of good or better quality will combine them with their work results at the unit to review emulation titles.
(5) The unit receiving the individual transferred to work considers and awards emulation titles to that individual based on the results of completing tasks in the new unit and the results of completing tasks in the unit before moving.
(6) Do not consider awarding emulation titles to newly recruited individuals or new collectives established under 09 months.
(7) Have not rewarded or recommended rewards for individuals who are undergoing disciplinary action; individuals and groups are considering disciplinary action or investigation, inspection, or examination when there are signs of violations or applications, complaints, or denunciations that are being verified and clarified but have not yet been concluded.
(8) Rewards in the preliminary and final summaries of emulation movements by topic, campaign, and task implementation mainly use the form of reward according to the authority of the head of the unit. Cases where individuals or groups have typical outstanding achievements with the scope of influence throughout the entire army, the entire cipher sector, and the entire country are allowed to request the Minister of National Defense to consider and reward them or a competent authority to reward them.

Emulation titles in the Vietnam People's Army will comply with the provisions of Articles 19, 20, 32, and 81 of the Law on Emulation and Commendation 2022. Specifically as follows:
(1) For individuals
- "National emulation soldier";
- "Soldiers compete for the whole army";
- "Grassroots emulation soldier";
- “Advanced soldiers”, “Advanced workers”.
(2) For collectives
- "The Government's emulation flag";
- "Emulation flag of the Ministry of National Defense";
- Emulation flags of the General Staff, General Political Department, general departments, military zones, corps, arms, and equivalents under the Ministry of National Defense, Government Cipher Committee;
- “Determining Victory Unit”, “Excellent Labor Collective”;
- “Advanced unit”, “Advanced labor collective”;
- Comprehensive and strong unit "Exemplary and typical";
- “Good training unit”;
- "Typical cultural unit".
(3) In addition to the above emulation titles, agencies, units, sectors, and mass organizations can implement other forms of reward and honor to encourage individuals and groups to have achievements and promote the emulation movement, in accordance with the principles of the law on emulation, commendation, and reporting according to regulations.
