On March 06, 2015, the Ministry of Science and Technology issued Circular 02/2015/TT-BKHCN regulating the assessment and appraisal of the results of scientific and technological tasks that do not use the state budget in Vietnam.

According to Article 4 of Circular 02/2015/TT-BKHCN, there are four principles for evaluating and appraising the results of implementing science and technology tasks not using state budget in Vietnam as follows:
1. The evaluation of task implementation results defined in this Circular is carried out based on the proposal of organizations and individuals.
2. The appraisal of task implementation results is conducted for state management purposes to limit impacts affecting national interests, defense, security, environment, human life, and health when applied to production and life.
3. The evaluation and appraisal of task implementation results are based on the proposal evaluation dossier; the appraisal proposal dossier; and the results and products of the science and technology task.
4. The evaluation and appraisal of task implementation results must ensure objectivity, honesty, and accuracy.
In addition, this Circular also stipulates the costs for evaluating and appraising the results of implementing science and technology tasks as follows:
- The costs of evaluating and appraising the task implementation results are ensured and paid by the proposing organizations and individuals.
- Expenditure contents related to the evaluation and appraisal process include:
- Remuneration for hiring consultants to evaluate, appraise, and write reviews on the proposal evaluation, appraisal dossier;
- Costs for evaluation council meetings, appraisal council meetings, and expert consultation groups;
- Costs for inspection, testing, examination, and trial (hereinafter abbreviated as measurement), if any;
- Stationery costs;
- Other expenses arising during the evaluation and appraisal process.
- Expenditure levels are applied according to the provisions of current documents of the Ministry of Finance and the Ministry of Science and Technology of Vietnam regarding science and technology tasks using state budget.
