Principles for Arranging and Implementing Salary Policies from the State Budget

On October 10, 2017, the Ministry of Home Affairs issued Circular 07/2017/TT-BNV to specifically stipulate the principles of salary classification and implementation policies from the state budget.

Circular 07 provides regulations for those working in cryptographic tasks who are military personnel or public security officers. The principles for salary classification and salary policies are guided by the Minister of National Defense, the Minister of Public Security, and include a responsibility allowance for confidential cryptographic protection as specified in this Circular.

For those engaged in cryptographic tasks who are not military personnel or public security officers, and for those performing other tasks within the cryptographic organization, Circular 07 stipulates the following principles:

- Principles for Salary Classification:

- Individuals recruited or appointed to work within the cryptographic organization, depending on the subject and job responsibilities, will have their salary classified according to the regulations for that subject and job. Specifically:- Individuals engaged in cryptographic tasks will have their salary classified based on the cryptographic rank or professional technical cryptographic rank corresponding to their job title.- Individuals engaged in other tasks within the cryptographic organization who are appointed to civil servant ranks or public employee professional titles will have their salary classified according to those civil servant ranks or public employee professional titles.

- Principles for Implementing Salary Policies:

- Individuals engaged in cryptographic tasks who are transferred to other tasks within the cryptographic organization will have their salary reclassified according to the new job responsibilities from the date of transfer. In cases where the new job’s salary coefficient plus the leadership position allowance (if any) is lower than the previous job’s salary coefficient plus the leadership position allowance (if any), the difference will be preserved; this difference will be correspondingly reduced after each salary raise.- Based on mission requirements, individuals holding leadership titles engaged in cryptographic tasks who are transferred to other leadership titles within the cryptographic organization, carrying a lower leadership position allowance, will maintain the previous leadership allowance level. If the new position dictates a lower salary rank or title, the individual will retain their previous salary (including position allowance if any) and will follow the salary raise policies of the previous rank or title.- The implementation of salary classification, salary allowance policies, and salary raises must adhere to the subjects, principles, conditions, and policies defined in this Circular and other regulations of the competent authority.
