Principles for Applying Standards and Norms for the Use of Office Headquarters

To apply standards and norms for the use of office headquarters and operational premises, the following principles must be followed:

- Standards and norms for the use of office headquarters and operational premises specified in Decree 152 are used as the basis for planning and budgeting; allocating, investing in construction, purchasing, renting office headquarters, operational premises; managing and using office headquarters, operational premises;- The working area for positions in agencies, organizations, and units is the usable area determined for one workplace;- A person holding multiple positions will be assigned the area of the position with the highest standards and norms for use;- The working area for positions specified in Decree 152 is the maximum area;- Authorities and individuals with the power to decide on the allocation, investment in construction, purchasing, renting, and arranging the use of space base their decisions on the nature of the job, usage requirements, the state budget capacity, the current housing and land fund, and the degree of autonomy of the public service provider to make appropriate decisions, ensuring savings and efficiency;- The total working area for positions is determined based on the approved staff, the number of working individuals approved by competent authorities, or according to the staffing orientation and the number of working individuals approved by competent authorities (if any) at the time of determination.

The land area belonging to the office headquarters, operational premises of agencies, organizations, and units is determined based on the area of the working buildings and operational facilities in the office headquarters, operational premises according to the standards and norms stipulated by Decree 152/2017/ND-CP; land use planning, construction planning according to the provisions of land law, construction law, and related laws.
