Principles for Administering Tariff Quotas on Importing Salt and Poultry Eggs

Circular 03/2018/TT-BCT stipulates the principles for administering tariff quotas on imports of salt and poultry eggs, issued on March 30, 2018.

This Circular specifically stipulates the principles of quota administration for the import of salt and poultry eggs as follows:

Principles of quota allocation for import duty

The allocation of import quotas for salt and poultry eggs is carried out in accordance with the provisions stipulated in Circular 04/2014/TT-BCT, which provides detailed guidance on the implementation of certain articles of Decree 187/2013/ND-CP. This decree details the implementation of the Commercial Law regarding international goods trade and activities related to the agency of purchasing, selling, processing, and transiting goods with foreign countries until the legal documents guiding the Law on Foreign Trade Management replace the aforementioned documents and come into effect.

Subjects of import quota allocation

Salt products: Import quotas for salt are allocated to traders who directly use it as raw material for chemical production and for the production of medicines, medical products.

Poultry eggs products: Import quotas for poultry eggs are allocated to traders with a business registration certificate/business registration enterprise certificate that requires imports.

Timing of import quota allocation for salt

The timing of import quota allocation for salt is implemented based on the proposal of the Ministry of Agriculture and Rural Development so as not to affect the consumption of domestically produced salt.
